    I honestly don't see any scenario where Cell can power-up and beat Metal if he has access to his Neo form. Metal already has a x4 reaction speed advantage and a bunch of other speed amps, so if he's getting overpowered he's just going to transform.

    The Metal Overlord scaling is honestly enough on its own, it's basically just an earlier version of the Dark Gaia scaling logic. Also, This changes absolutely nothing? I dunno why you mentioned it in the first place

    Oh yeah, those. I believe they were accepted as valid multipliers, cause despite the fact they're obviously referring to the difference between Power Levels, it calls the PL being multiplied "power" and stuff like that.

    I honestly feel like the Super Form mechanic stuff is just support to the already pretty blatant upscaling Metal Overlord has over Void. Super Neo has the Speed Sim stuff, so maybe he could be higher than 2-C?

    Thing is, we always go with the low-end when feats are vague, this happens in like practically every verse I know? We don't disregard surface wipe statements cause those feats can reach 5-A with KE and as such become an outlier for High 6-A, no?

    180 Roshi when the Yamcha that surpassed him has a PL of 177 (Literally the entire reason why Tien is 5-C in the first place). 190 Korin, the same guy who outright states that Roshi is stronger than him.

    The 220 Kami PL doesn't have the best source (It's the same one that places Mr. Popo's PL in the thousands), so I wouldn't use it.
