God I'd hope that no CRTs or standard revisions get passed wholesale when split 9-6. To me, that's something that needs a compromise.
In many cases, there is no possible compromise. For instance, if we were voting on whether or not to delete a verse or whether to give a character an ability, et cetera.

Unfortunately in many cases the paralysis that comes from a somewhat close vote is tantamount to one side winning, when inaction is preferable. This is something I find particularly bad when that side is on the lower side of the vote. In this case, inaction is the worst possible outcome.

Character abilities often reach compromises with possibly/likely. And a case like this can reach a compromise with a 1 year ban, like with what happened for the recent Artorimachi situation.

So yeah, that can happen, but I don't think it is here.

They do, but that doesn't always align with the nature of the disagreement. As for a 1 year ban, I just don't see why 9 votes for 2 years and 6 votes for less (some of which might even change, if re-polled) would result in a 1 year ban. I think a 50% voting margin is enough to enact the 2 year ban.
