A normal universe has four spatial dimensions since it's a High 3-A space repeated an uncountable infinite number of times. So all the universes are spatially 4-D, they're just collected in a larger (but still compacted) 5-D axis afaik. So I don't think the DD would grant them a 5th axis since it's just another 4D spatial zone.

But isn't the fourth dimension of a normal universe time? The DD can contain countless, potentially infinite, universes despite not having a time dimension (and it couldn't be just a 3-D space), and since it's nestled within the timeline, wouldn't the latter have those four spatial dimensions in addition to its time?

Time in the wiki isn't a spatial axis, but a series of snapshots of events that need a fourth axis to contain them all. It only generates a fourth dimension because there's a uncountable infinite number of snapshots which requires a higher dimensional container to hold them.

If anything, Dormammu's dimension lacking time would indicate that he should be downgraded to High 3-A/2-C since none of those spaces have a temporal element (but it was still used to split them timeline in the What If series).
