I disagree with scaling intelligence the way OP proposes. Being really good at a bunch of things doesn't mean you can't be outwitted or outdone and X managing to out-hack Ciel doesn't necessarily mean he's comparable in every realm, especially if he doesn't have any EG feats of his own. Same goes for the second guy, you can be equally skillful and competitive without being equally intelligent in every field, and you can trick someone who's smarter than you. Gate's EG seems fine. Similarly I disagree with the stuff that's already being rejected.

X has E.G stuff like being the best Hunter, figuring out how to use the Z-Buster to amp his X-Buster despite it being unanalyzable tech to Gate and basically everyone else (except Ciel), etc.
So, only baseline Genius lvl for Axl?

I don't really think so. X incorporating the Z-Buster isn't really treated as an intelligence feat, he just pops that on, and being the best maverick hunter isn't necessarily a raw intelligence thing.
I think that's just gifted.
Not really, I just don't really have an input against the current rejections. If you prefer you can list me as neutral I just wanted to make it clear I wasn't approving it.

X should be E.G too for the same reason as Zero. since he's using Zero's arm parts to upgrade his own Buster (without a capsule to do any installing for him even), just like Zero upgrading himself w/ the X-Buster.
"Gifted" is kinda downplay tbh. Axl fights dudes on his lvl or even stronger, plus way more experienced (Red, Sigma, Colonel Redips, etc.) just fine

I think that's pretty flimsy reasoning. Being able to tinker with existing tech isn't necessarily EG or even Genius even if it's advanced tech. If you wanna say Genius maybe even though it's kind of a stretch but it's nowhere near EH.
Combat skill and intellect aren't directly related. We have plenty of super skilled characters rated way below genius.
