People make assumptions all the time. "Raikage is as fast as minato" is a rumour that spread even before minato and raikage met each other. Raikage was simply more popular in his own village so there's no way another village would admit inferiority. There are just a selected few that know of how their exact battle turned out so the rest would just go off that rumour .
Raikage himself states minato is faster than his fastest punch. Why would you then think minato would be relative to a slower raikage.
If you mean all of them, bear in mind that an injured Sasuke still dodged mei attack point blank from behind
