Not a machine
Just a jutsu that uses that theory
Like Handman said, a serious application of the jutsu is powerful enough to send ships flying at FTE speeds
it's also the novel where Sasuke goes into precise scientific details on how to make water style into ice style despite not having a kekei genkai. But hey, not enough for EG

Why aren't we scaling War Arc Gedo Mazo to 7x Bijuu level (currently 49 teratons). It literally has the power of seven bijuus in it.

Probably it was forgotten in the upgrades because I have no idea how it would be 6c and far weaker than even an individual tailed beast when at that stage it had swallowed 7 bijuu already
 
Well, it being at least 7x above baseline Bijuu might not be wrong, but it doesn't function with current scaling since Bee, KCM Naruto, Kakashi, and Guy could pressure it, all of whom are scaling to the same tier as the regular Bijuu.

Also the chakra might be simply stored inside the Gedo Mazo rather than adding to its strength, kinda like how a jinchuriki isn't as strong as their Bijuu except when they actively channel their power.
