Luigi will receive attacks from multiples enemies (DP, Fragments, Hollo, Void) from varies directions, unless he already deal with something like danmaku, at least 1 atttack will hit him.

And Countionous Damage stack, so the more he is hit the faster the poison kills Luigi

Mario has, DK has, big ass AoEs have been dodged, insert Mario/Luigi boss fight here

yeah I think Luigi can rather easily dodge what he doesn't one or two-shot.
 
So... Luigi is smaller, can dodge and counter most of the attacks, can heal himself, and come back a few times after dying, being full aware of DP's attacks

Luigi will eventually suck DP with the Poltergust
