Kong is High 8-C,

Starting distance is 1 km,

Speed is equalized,

and Battle takes place in New Donk City.

Oozaru Goku upscales from 4.05 Tons of TNT, but to an unquantifiable degree

King Kong's AP is 2.68 Tons of TNT

The difference in AP is roughly 1.51x

Having watched briefly the gameplay of the game, i would say Kong takes this one. Goku has the AP advantage, but besides that Kong has a extremely higher LS, higher mobility and higher intelligence (Monki that manage to travel trough maps and find objects >> Monki that goes berserk and just destroy stuff).

Besides that, there is the slight chance of Kong acidentaly removing the Oozaru's tail with a grab
