Can unreleased media get profiles? (Fantastic Four 1994)

Strange question that seems obvious, but this specific instance may not be.

There exists an officially licensed Fantastic Four movie from 1994, however it was never officially released. However, the film was still produced, and is watchable in a finished and complete state online via bootleg recordings.

Would I be allowed to create profiles for this movie?
 
We've always forbidden finished, yet unreleased products, because as far as something doesn't hit official release, it's always subject to last-minute cuts and changes.

An example is the Primal Rage 2 videogame, fully playable online but never officially published on the market.
 
Apparently it was actually officially exhibited once on May 31, 1994, and given an official Earth #, but I'm unsure if that changes anything.
