Having the ability to add, manipulate and remove the very principle of the perspective across all of reality. The principle of Perspective btw shapes the height, width, depth, angle, direction and position of everything that exists across all of reality
EDIT: Additional Context
The world (reality) had no principle of perspective. Because of this, length and width are present in reality but height and depth are completely absent. All aspects that govern 3-D direction and distance would be removed and all things that exist would occupy the same position.
Take this image at the Top as literally as you see it. In a world where perspective doesn't exist how would this poor girl get home when she is done swinging? Move around the tree? Nope. In a world where the principle of perspective is removed there is no height nor depth and its impossible to make 3-D movements. As such her only options is to move up, down, left and right so moving around the tree is not possible. Her only options would be to move directly into the tree or move of the cliff.
The character in question has the power to CREATE the principle of perspective, and by CREATE I mean he straight up wrote and design how the principle of perspective should function in reality and then he instilled the principle of Perspective into the world, adding height and depth to it and making 3-D direction and distance real and making it so everything in the world doesn't occupy the same position. This character can also freely remove the principle of perspective whenever he wants, making reality what it was prior to him adding it.
