    17 was still in his character while fight Ribrianne. Note his uncharacteristic facial expressions. This also ties in with the fact that Ribrianne is weaker than base Goku and Vegeta, and has to use her "Super" transformation to make Goku get serious.

    Her deflecting SSjB Goku's attack isn't really evidence. Vegeta blasted SP Cell while heavily fatigued and it flinched him. This is something that not even he could do at full power agaisnt base Perfect Cell. And I'm pretty sure the staff agreed that it was just PIS.

    Wouldn't Vegetto not really compare at all since Kafla was only UI level because her power reacted to Goku's. Not to mention, Jiren was stated to be stronger than anyone before, while suppresed, and Vegetto still somewhat struggled with Purple Zamasu.
