Affect the world here is ehh. Prometheus is shit at describing things. She likely means creating a new timeline, or altering time in some way. Finality resets the Earth, Otto made a new Earth.
Of course, the Previous Era Herrscher of Stars affected the world by erasing a continent. That of course isn't equivalent to Finality.
BTW, Otto is not equivalent to PE HoF, just the energy spike from making a new timeline is.
