Because this just veers into headcanon territory, since we have no other information. Every current 1-C has direct scaling to a 1-C. The average Titan is unknown. Even the average Olympian is unknown, Hera for instance wouldn't be 1-C for the same reason.

What is the "average" Titan or Olympian?

99% of Titans and Olympians do have 1-C scaling.

There's only 12 of each of them, and all of them that appear in the series we literally fight the majority of them. Or they have scaling to each other. The only featless characters that come to mind rn are Hera and Rhea, who largely have no presence in the series

Hera, Hephaestus and Amphitrite have no scaling. All of Gaia's female children have no scaling (Theia, Mnemosyne, Tethys, Phoebe, Rhea, Themis). The Muses have no scaling. Menotius and Prometheus himself, who does show up, have no scaling. Leto has no scaling. The actual majority of Titans have no scaling.

And we know that Artemis didn't kill Hyperion, Oceanus, Atlas, or Cronos either.

Edit: There's also more than just twelve of either Olympians and Titans. This ain't PJO lol.
