does digging, changing proportional features and flip a Tier 2/1 structure count as Immeasurable LS?

Flipping a Tier 2 structure with physical ability would count as Immeasurable. With something like telekinesis, it would be listed as “via Telekinesis.”

The other two are based on context.

The dig one is him entering/exiting the structure by digging through its ground; the proportional features one is him altering the structure itself, both physically ofc.

You can't really quantify digging through a dimension, so it wouldn't be a real feat. Depending on the dimensions' size and how he altered it, there are some abilities you could get, but altering a dimension's properties through physical means is also pretty unquantifiable.
