i think the nomus just throw a wrench in the scaling either way

I feel that’s also partly due to All Might just feeling more powerful than he is. Same as Kaminari saying he wasn’t confident Deku could win against Shigaraki unlike when All Might was in fights (despite FW Izuku being provably more powerful than All Might).

What Kaminari says though implies that he believes that if it was All Might in this fight then he would win. This doesn’t mean he was right, it’s simply just that no one can imagine All Might losing due to the “aura” around him. That’s why the Nomu fight was such a big moment, no one believed that it would put him on the ropes (besides Izuku) until it did. It’s constantly drilled into the story that, despite not having a quirk, Yagi was essentially the perfect hero more due to his demeanour and tenacity than his power. I mean, even quirkless Yagi in the Dark Hero Arc was capable of making villains flee in terror due to his mere presence. We’ve seen characters be scared of weaker opponents before as well, ShigAFO with Bakugo being a good example (especially helps considering that Bakugo is a successor to All Might in several ways e.g. his victorious spirit), AFO with Embers Deku (not sure on the exact powerscaling here tbf, but AFO didn’t seem scared until he realised Deku’s true strength - his weakness.
