I'd argue it seems like something you could at least briefly power through with stamina, and from Deadshot (?)'s reaction, it seems more to cause debilitating pain and disorientation than actual paralysis (just like actual stun grenades), so with enough presence of mind there'd be nothing stopping Hornet from running away or destroying the arrow before it's too late. It's a good tool but I don't think it's a sure-fire wincon.
