but i also think speed equal allows for the match to last longer if there were any changes to the speed ratings

That literally can not be the case since 45% Deku was inferior to incomplete Shiggy and Non-100% Deku literally days before the Final War was shown to be equal to Bakugo and Todoroki, one of whom literally got stat stomped into the dirt by Quirkless Shigaraki who is inferior to his Quirked self and that version is inferior to the version of him that shed his skin to start adapting to Deku.
