Velvette's best course of action is floating out of range with her broom and spamming her danmaku, specifically her explosions, whilst taking out the cogflies until Hornet's supply runs out. Even then Hornet's amplified speed due to the anklets, her ability to deflect attacks and her sheer skill would make this extremely difficult. Not to mention her Sting Shards which would serve as battlefield control which Velvette might not notice due to their size, and the Magnetite Dice and Fractured Mask serving as additional protection.

But the worst part is that, due to her pride, Velvette would most likely underestimate Hornet and foolishly engage in close quarters combat, which means we'd get a repeat of her fight with Niffty. And while Velvette does have experience battling against someone who fights very similarly to Hornet, the latter's stats advantage and far more impressive skill and experience would very quickly lead to Velvette's defeat.
