Character A is at High 6-A. And when he faces opponents weaker than himself, he seals away his own powers to put himself on equal footing with them, and he does this frequently. Can we put this character in a VS match against characters like 9-A or 8-B with power balancing?

Before sealing his own powers, the character can determine the enemy’s power level via information analysis, and the seal remains in place until that enemy is dead. So why is he doing this? Because he’s one of the most powerful sorcerers in the verse, and he loves to fight, but since he’s one of the strongest, he can’t find anyone to fight against, so he’s doing this just to have someone to fight.

He can't. The seal is tied to the enemy's life. As long as the enemy is alive, there is no way to break the seal.

I feel like as long he's willing to continue the seal to the moment he dies (or lose through SBA conditions) as a restricted 9-A/8-B character, it would be fine. Though any character tendency of releasing the seal as he's about to lose kind of invalidates the entire purpose (unless the character you put him against has some ability that would take advantage of the restricted stats, but even that, this is kind of very specific).
