Charles Xavier would win mainly because his telepathy is on a completely different level, along with his genius-level intelligence.

Miki Saegusa is a psychic too, but her abilities are much more focused on sensing and communicating, especially with kaiju, and she doesn’t really have the same kind of offensive mental abilities that Xavier has.

On top of that, Xavier is incredibly smart and has a lot of experience dealing with other telepaths, so he would likely outthink her and act faster in a confrontation.
