So far manga volumes have been 12 chapters each, this chapter 231 would be the 9th chapter of volume 24 and Chapter 232 (the final one) would be the 10th

I don't doubt it, there's a lot of statements here and there that Fujimoto doesn't enjoy drawing the series anymore and was having troubles meeting the weekly quota.
Maybe he just decided to give it an abrupt ending here so he can go on a hiatus and announce part 3.
Or i'm just coping.

I think a world where humans never had legs would be majorly different though. I guess it's best to just say it's inconsistent or that reality changes will do their best to remain stable.

devils would still exist
actually, the devils chainsaw erased would probably come back, depending on how things are ordered on the giant cosmic timeline and if chainsaw never existed to begin with
obviously chainsaws wouldn't exist
the hero of hell would have never traumatized most devils, or gone on the killing spree that sent a bunch of devils to earth
