Rules:

• Speed is equal
• Both are armed with a silenced pistol
• Fight takes place in a 20-storey hotel in Las Vegas
  • CH starts on the top floor
  • Rasmus starts in the lobby
  • Neither know the starting location of the other, but know the other is in the hotel building with them
• CH knows someone in the building is hunting him down, but nothing else
• Rasmus knows what CH looks like, and that they're armed and very skilled

Rasmus has better AP (excluding CH's tackles) but CH has slightly better LS

He's from a fan-fiction of Hotline Miami, he's not a canon Hotline Miami character

Skillwise he's canonically the most skilled 50 Blessings Agent, putting him above characters like Richard, Tony & Richter. He can gun down large amounts of trained Soviet soldiers with little issue, can kill groups of people with his bare hands, and has limited Precognition due to his multiple personalities

Currently gonna vote for Rasmus, since he have Low-Mid regen, not that bad skill (in comparison to CH of course) and Precognition. Might change my vote later, if I figure out how skilled a human can be

Mid-Low won't save him from a headshot or ruptured organs/internal bleeding from shots to the chest

CH has probably millions of hours in both training & real-world situations as SWAT, Special ops, Airsoft players, etc in just the modern day alone, and there's also people that have pulled off similar feats to Rasmus, like Lachhiman Gurung or Bishnu Shrestha, the former of which held off large numbers just like Rasmus with only one arm. CH is obviously way above both of these examples so I doubt skill alone will save his opponent.

Rasmus is really going to have to rely on his senses and precog, but the latter seems to be conditional and given that he's the best in his organisation I doubt he'll be fearing for his life and allow that to activate. He also still needs to take CH off-guard as well, which is an extremely tall order given that they've seen basically every possible trick & strategy Rasmus might pull. CH will also probably have zero issue hearing him from a distance even if he's completely silent or seeing in a place with very little light, so even disregarding their sheer experience and intelligence I find it hard to believe that CH would be too far behind there as well

Oh, and anything short of a shot to the head isn't guaranteed to take CH out of the fight either. Dude can take 27 rounds from an AK to the chest and still fight. So there's still some room for error
