thats their true forms. that form they all can scale between each other since phobos says they're all the same level. Their avatars have no reason to be assumed to work on the same level.

I think you might argue high physically scaling too with the whole "tanked the god realm which erases everything out of existence and was threating to Nevada", but you probably can as well consider it as a resistance
