Alright, let's get started.

Ranga will start attacking humans in the area and devouring them, becoming stronger the more he can eat/kill. (This will boost his speed, AP, and even possibly activate his RE/revolving.

But since the starting distance is only 4km, Kiba should be capable of arriving at the scene early, before Ranga gets going with his AD.

Kiba starts off with a mild AP and speed advantage. He’s not the type to argue for a skill slope, but he’s somewhat proficient. Crossing 4 km shouldn’t really be an issue, considering Kiba at this stage could use shunshin, or at the very least be comparable to those who can. It also depends on how fast or how quantifiable the strength growth spurt Ranga attains when he consumes a human, but I’ll just assume that Ranga would have eaten enough to close the AP difference before Kiba reaches him, which is about 1.6×.

Up close, Kiba can amp his speed and strength with raiton pills, which, while not being a blitz amp, is fast enough for Naruto not to react to his attacks from a distance, and can go even higher with Fang Over Fang, and even higher when combining shunshin. I don’t know much about Ranga, but how does his AD function? I assume he’d eventually adapt if Kiba pushes him to the extreme, but will this also affect his speed? If not, then I’m inclining towards Kiba.

Assuming the amp Ranga gets from eating a single human becomes an exponential one, much like the regenerative amp Alex receives from eating a single human, then maybe the location can be changed? Preferably to a location that humans don’t swarm on average.

Basically, it's time he "eats" a human; he will become stronger in all aspects before successfully evolving. Ranga will instantly be able to kill the humans, but actually eating them and growing stronger will take time. (How long, I am not sure, but I doubt he will be able to eat more than a handful, if Kiba goes in directly.

Now onto the general AD and RE, basically the longer the fights go on, the more likely Ranga will be to get a new "skill", or trick up his sleeve.

As mentioned, his devouring will be affected by speed, not the general AD/RE, though.

Yeah, I thought I could balance out Kiba's amped speed advantage with a populated zone, but the truth is that it likely won't matter as much, since the limiting factor is how fast he can eat...

Honestly, we never get a statement on how much he can eat or how fast he does. But I would maybe go with 3 or so per minute? (It's not their bodies they are after, but their magicules.)

His main wincon will be "coercion" or "AD", the main factor with coercion is if he actually uses it or not. Direwolves tend to be prideful and prefer physical attacks, but if Ranga considers Kiba an equal or a threat, he will likely use it.
