Taking a few elephants out of the room:

-Time Stop is OOC
-Yes she has TK and huge LS diff but that's definetely not the first thing she's doing here
-She may have 10x more AP, but most of her magic gets barred by, y'know, Resistance to Magic. Oh and Invulnerability too.

Who even is this guy-
Final boss of arguably the best OG Mortal Kombat (Deception, IMO ties with Armageddon)

How does his invuln work
I like to think that is basically like the MK Deception intro (if you don't wanna watch this cool af intro, jump to 3:35 to see what i mean), he was just being pushed by 3 of the most poweful mfs ever and the explosion in the end left him also intact

I remembered Onaga being a more physical fella, so i went to check

(Note how both the computer playing in Deception and as the player in Armageddon they have pretty much the same moveset and tendencies)

Onaga's combat style is more centered around his cqc, 100%, with groundpounds, fireballs and fire breaths working more like a way to "stun" for him to get closer and do his stuff rather than something he'll be trying to use many times, so ig that'll be what he'll be trying to lower the distance between them and if they're flying, to reduce maneuverability

This seems like it's enough for her to counter, since her shields have 10x his AP as durability and can be used at any time and she can also get intangible via enveloping herself in her soul-self, both options she does fast AF. Other thing is that the explosion that he tanked was of an comparable AP, and that with the reductions mentioned before (Invulnerability+Magic resist) should render the move useless, but considering that the explosions he'll have to tank are of 10x his AP (Reduced, of course, but still) she eventually can kill him. It'll take a while because he's a tough cookie, but she's skilled enough as per 5 seasons (+2 movies) of the cartoon shows, so she'll take it high-mid diff, IMO

Will wait for @Rex_Eckles to cast a proper vote, but heeeeeeeavily inclined towards Rae taking this

Onaga can fly as well, he did so in the Armageddon intro to grab Kahn and carry him away. If he somehow can do that here, Raven's gonna be in trouble (good thing she has that magic shield).

He can also mind-control people, although he only did this to the Earthrealm warriors he rose from the dead via necromancy. His profile lists soul manipulation, but I don't remember if it's to the same degree as Shang Tsung or Shao Kahn (the latter of whom can pretty easily claim a planet's worth of souls, at least those who weren't protected by Raiden).

He has much better range in this key and stamina, so there's that.

I took that into account, cuz this guy'll be flying up to her with fireballs and fire breath to try and reduce her maneuverability, and thank goodness that beside shields she can also get intangible, because he could just abuse the fact that he can't blow the shield to just try screwing her flying up in other ways while she's in it

OOC, very great

1- As she is from """"Earthrealm"""" Raiden should be protecting her
2- He is not shown doing anything but putting souls in his army, afaik, so it is not like he can just pull someone's soul out, from what we know
3- Even if he were capable of just pulling her soul out, this is completely OOC, as he could at least try to attempt to do so against Shao Kahn, Shujinko, Raiden, Shang Tsung and Quan-Chi (And all of those he was shown to be superior to at some point, first of them at the Armageddon) and he didn't.

He has much better range in this key and stamina, so there's that.
is not IC for him to abuse his range advantage, as he's always wanting to come closer and closer everytime he appears mf grabbed Shao Kahn into oblivion and even then has died off-screen
Finally, Stamina would be an issue if she wasn't outsmarting him from all we know and outskilling too let's be honest that he has little to no feats

As she is from """"Earthrealm"""" Raiden should be protecting her
No, no, no. Raiden needs to actively protect her for that to work. Earthrealmers get their souls easily taken otherwise.

Shao Kahn
Poisoned the first time, and the latter time you can argue he wanted to torture Kahn (as his ending shows).

Weakened from the Kamidogu getting destroyed, and Shujinko was really amped at that point, so I'm not sure how that affects it.

Raiden, Shang Tsung and Quan-Chi
Didn't need to, all he wanted was the Amulet.

Just sayin'.

No, no, no.
ok, still seems ooc after all that, ngl, cuz...

Didn't need to, all he wanted was the Amulet.
whose acquirement would be way easier if he yeeted their souls to the storm

Shujinko was really amped at that point, so I'm not sure how that affects it.
Still not giving him resistance to it, from what we know

Poisoned the first time, and the latter time you can argue he wanted to torture Kahn (as his ending shows).
If by his ending he still has to finish torturing Shao (fortunately preventing all MK11 onwards stuff), that means that when he flied him away from Blaze's pyramid he just got Shao stuck somewhere

And all the 3 above can be used to firmly, easily and safely putting his soul manip as something OOC

Now i cast my vote at Rae high-mid diff'ing this

Well, he loses his magic immunity without Kamidogu, so…
Invulnerability is also no joke, and he should somewhat resist magic for Shao to resort to poisoning instead of thinking of a direct conflict
