I'll just say that given that the fight happens in Cyber World by your plot, it'd be a matter of time before Jevil becomes stone and thus loses.

Regardless I do believe Spamton NEO takes the edge here, not only he's stronger and more durable already (not by much though) due to actual statements of him surpassing Jevil and fighting a Fun Gang with better stats and equipment, but he can always turn this in a battle of attrition by using Bluelight Specil, and Jevil in-universe gets defeated by tiring him out (either by blows or hypnosis).

Meaning that yeah, SNEO wins by superior stats, spam of self healing and eventually outlasting Jevil. After all, in a 1v1 battle, NEO never loses (though the battle would be incredibly long for both sides, it'd be a High-Diff given that Jevil is objectively a harder fight than Spamton NEO's).

Except that his statement is backed up by Jevil saying that we're gonna fight stronger and faster opponents, how the Fun Gang fights him with better stats, and him being narratively stronger given that Seam also says that Jevil "is just a taste of what will come".
