In terms of pure strength;
Hyper ~> Cyber > Super > Excalibur > Darkspine > Werehog > Base
The position of Hyper and Cyber are arguable, mainly depending on if you take certain statements as valid/how high you scale the Super Emeralds above the Chaos Emeralds.
Excalibur and Darkspine are also arguable. I rate Excalibur over Darkspine because he practically stomped somebody who stomped his Base while Darkspine is just vaguely superior to Base.

I think my ranking of Sonic's transformations would be this: Base -> Werehog -> Excalibur wielding Sonic -> Darkspine -> Cyber -> Super -> Hyper.
Darkspine's reality warping wins over Exalibur for me. I don't think Cyber is stronger enough than Super for its own downsides to win over Super personally. If Cyber could one-shot someone when Super couldn't then that could be useful, but I see Cyber as trading Super's trademark defensiveness for a slight power-boost, in trade for added vulnerabilities. I think it makes the form less reliable, especially when Hyper is in the conversation. That is a form stronger than Super, without introducing new vulnerabilities.
I don't trust Ian's take on powerscaling ever LMAO. After that bit about Sonic being weaker than Kid Goku, you bet your a-hole that I'm not taking him seriously cuz he's probably either trolling (likely) or isn't a real powerscaler so he just talks out his ass (also likely). I just ignore his takes regarding stuff like that. I'm not an Ian hater is the worse part. I actually like his stuff a lot of the time. I just can't take him seriously when he says stuff like that. Ultra Sonic was always buns afAt least Hyper is actually stronger BY LORE compared to the Chaos Emeralds and doesn't have some super-vague, fake aura-farming that Ultra Sonic does LMAO. A lion does not concern himself with the fraudulation of mid.
Do remember that Super Sonic could only scratch Supreme End's health-bar; if you replay or watch a clip, you are actually doing practically no damage to it. Nah. Memes aside IDW Sonic has a 7-B+ feat in the Eggperial City arc (specifically, slamming it into the spider-like mech that the city becomes).
