Kramer looks like he's used to this exact situation, since he supposedly has plenty of experience in taking his victims by surprise. Rakih has a gun though, which means he has nearly no room for error on top of having zero prep and presumably no knowledge of the glock either. Still, John seems adept at predicting what people will do even when he's never even seen or spoken to them before, plus he's constantly outsmarting the FBI and Law Enforcement. So i doubt Rakih will get that opportunity easily when John is a million times smarter than him and will probably account for the possibility he has a firearm.

All John would need to do is attack him from behind to prevent himself being turned into swiss cheese, which would be pretty easy with stealth mastery. On top of that i don't think Rakih would take a 50+ year old man who appears to be unarmed that seriously which would worsen his chances.

Again, Elyan did not list all stats similar to Dust, we need more comprehensive profiles welp (I'll consider unlisted stats as Unknown).
Tier: Kramer physically, Tie/Draw with weapons
AP: Tie/Draw
Speed: Kramer physically, Elyan with weapons
Lifting Strength: Kramer
Striking Strength: Possibly Kramer physically, Tie/Draw with weapons
Durability: Kramer
Stamina: Kramer
Range: Elyan
Intelligence: Kramer

If there was line of sight Elyan could have had a better chance (weapon mastery that Elyan has might hinder Kramer's ability to dodge the gunfire), but yeah Kramer (as with quite a few fictional human serial killers) may find it easier to sneak up on and kill Elyan with no line of sight, though unsure if Elyan can still shoot Kramer to death before Kramer kills Elyan with the blade, syringes or puppet (additionally the puppet can be used as both a decoy and booby trap so there is that).

I vote Kramer winning/Elyan losing for now.
 
John Kramer prolly gonna break his back from carrying his team so hard
