I have no idea what Gongsun's AP value is but that's not as relevant because same tier hax merchant battle or something.

I think the most tricky part is probably her possession or potential layers since Neo pretty much has an answer for everything else.

Some resistances not on Neo's page can be found in this blog that was accepted in a CRT. Empyrean has 4 hax layers which is also accepted in same linked CRT. Neo also just have infinitely potent resistance against any mind hax.

So pretty much what I think makes the Neo the decisive winner is:

Negs her low-godly. Even more through just this. I think the CM might not cut it due to resistances (i think shes 2nd step) on cultivation page but it's still info type 2 stuff.

Ok Neo might be cooked. Saw that she might actually have tens of layers. Could still be salvageable since mind hax won’t work against him due to overwhelming potency and info type 2 absorption is still on table.

Gongsun in this key seems to be Demigod/Ascendant level, which leaves her with a comfortable 70 layers of hax and resistance, 30 of which to CM1, so the concept hax neo has isn't going to mean much
Neo won't get mind crushed given his mind resist, but he can still pretty easily get soul crushed and power nulled into the ground by her just existing, anyways, to address the things MGQ posted

I mean I could pretty easily argue restrictions as being info type 2, but it ain't accepted, so instead the simple answer is the aforementioned power null
