I think he's more so saying he's an aspect of the Universe rather than God.
In some denominations, the Angels were involved in Creation and basically embody aspects of it. Examples of this would be Kabbalah and Gnosticism. In the Midrash it describes Angels as embodying or governing specific natural forces, for example the elements, then you have an angel for blades of grass and so on. They act as God's agents to sustain creation.
When you look to the Celestial Hierarchy, you have the Personal Angels (Guardian Angels) and as you move up, Angels govern groups, people, Nations, etc. (Principalities)
So, it wouldn't surprise me if Lucifer, along with the Seraphim are aspects of the Infinite universe.
I'm pretty sure Infinite progress over finite time is always High 3-A.
It's also not as if the Angels only put Earth into the Universe, we saw with Stolas' travels in the Universe that the Universe is pretty much exactly the same as ours.
