Is AP needed to rip off a character’s limb

So what brought about this question was from this thread where it’s argued that a large LS gap can make X who’s a thousand times weaker than Y rip them off from limb to limb despite not being able to do conventional harm normally
Ngl we do need a big clarification on the functionality of LS and AP and their some-what distinct nature

It seems a general consensus needs to be met because @Chariot190 somewhat thinks higher LS is enough (assuming i read the thread right)

Sure as hell is if the character's in question consistently have showings where it's a thing for them in particular, arguing otherwise is just denial, worst part is, in that particular case, it's straight up accepted, we list the anti-feats on profile.
