It's pulling action starting from a stand-still, they're using their, as we call it, "LS", you could say, to perform said harm against the opposing foe, and if, in this situation, we have multiple feats of characters not just hurting, but actively maiming each other with a certain level of strength, and this strength is both objectively below the character's here (from both calculated values, and even stated values in the actual source material), it'd be entirely ignorant and delusional to just pretend "nuh uh don't count" despite the consistency of it, no? Like at that point forces on that level is something they struggle with.
Not even the only times either, just mentioned Cell because he's above the Yamcha here, and could get dismembered simply due getting pinned and a slow over-time pulling motion from whatever 16 is.

Though, Omniman has literally punched someone so hard before and broke his arms and didn't even flinch, it could literally happen and won't change the follow up.
