Megumi gets a buff to his cursed technique just like everyone else does and his potential increases to 120% because CSG is just an extension of his technique atp rather than a full domain.
Every time we see domains apply "buffs" they're NEVER actually big enough to actually change the outcome of fights alone.
Reggie never compliments Megumi's stats or even says they increased, but he and the narrator praise his increased CT performance thanks to the domain.
Gojo can quickly tussle with Sukuna even though he's blasting RCT, should be "nerfed" by the domain and is in burnout, while Sukuna should be "amped" by his domain. Yet Sukuna only comments on Gojo moving pretty good for someone blasting RCT full blast.
Kusakabe mentions his simple domain gives him an output buff but his ability to block Sukuna's dismantles were mostly because of the mix of his instant reaction to anything that breaches his SD but also the debuff to the dismantles and his buff. Again, a simple buff isn't enough to do much.
Miguel's whole deal is applying "buffs and debuffs" like a domain but Gojo immediately goes on to say that it's nothing special and Sukuna believes its slightly more interesting than Larue's boring CT.
Every domain expansion puts far more emphasis on the environment advantage and how much stronger the CTs get in domains, rather than the user's output. E.g:
Tl;dr a sorcerer amped by their domain in terms of physicals is barely distinguishable from outside of it, while other factors like the enviornment helping them and their CTs getting far stronger is actually consistent with proof.

Massive you say…I really think domains increase the quality of the cursed technique tho (which could also increase the fundamental cursed energy usage as well). Megumi was capable to recreate max elephant at full power only thanks to the domain amplifying the precision, so I don't think it's just an "environment thing", but I as well don't think the domain amp is massive
