Yeah it seems pretty weirdly worded, but it's basically "higher with Shrine (the Curse Technique), even higher with Malevolent Shrine (The DE), Higher while using Domain Expansion (the stats buffs from DE)"

It can likely be reworded. Also the stat buffs from a domain should probably be placed in Striking Strength rather than AP and Tiers.

Did Choso ever use it against Kenjaku? We'd need some feat at least and Mahito being that high is questionable unless we get his base scaling to a higher value than 8b or 8a.

even if the output cap isn't increased by getting better with CE (which we don't know), your power (effective output) using the same amount of cursed energy does. That's why whenever literally anyone gets better at CE manipulation they get stronger, and why Yuji got stronger when Kusakabe taught him better CE manipulation

if you argue the output cap doesn't change, then Gojo proves it makes you stronger, if you argue it does change, then literally everyone else is proof of it via getting stronger with better CE manipulation
