I'm pretty sure the Indo and Raptors would reach Ratcatcher and murder her before the summoned rats could do anything. Indo is only 30 mph while confined to her enclosure which Owen noted to be too small for her. She's shown to be faster outside of it and likely just as fast as the Raptors if not faster since she was able to hit Blue before the latter could react.

Increased the starting distance.

Anyways I'm pretty sure Ratcatcher wins this one. New york city has up to 3 Million rats and a few thousand of them can take down a High 8-C target by mega dogpile. A few hundred at most should do the trick.

They weren't taking down Starro at all. It was brushing them off easily. They needed Harley to get to higher ground while it was distracted and pierce its eye which is much more vulnerable than the rest of its body with a 9-B javelin, then they crawled inside and bit off its veins to make it bleed to death. Starro's eye didn't take any damage from machine guns so there's no way a bunch of rats could get through it.

Well with a little bit of help but they still took it down nonetheless.

But theres also the fast that Indominus literally can't sweep them off as easily because.. well.. stubby arms the size of sticks. The velociraptors would probably be a non-factor since they're getting smothered instantly.

Have you even watched the movie or even just look at the first image on its profile? What you're describing is a T-Rex. The Indo has longer arms that it frequently uses to scratch and grapple. This isn't even mentioning its legs and tail.
The velociraptors would probably be a non-factor since they're getting smothered instantly.
Good luck catching a bunch of smaller and more agile targets that can run at 60 mph while rats aren't even average human in speed.

Well maybe with the large numbers, it might be possible to swarm them like this or this, with their mouths or noses as openings to do internal damage.
That would simply require them to stand still with their mouths wide open instead of constantly moving towards their target, struggling to throw the rats off, or just biting down and devouring any that does successfully get in their mouths. Even just the Indo's roar is powerful enough to kill off many of the rats.
 
Exactly. They're literally just normal rats with normal teeth, not even like 9-B. The Squad didn't just throw thousands of rats at Starro and kill it. They needed to strategize and exploit an obvious weakness.

I guess she can try to outlast if she somehow gets all 3 million rats in New York but she has neither the speed, stamina, or range to do that before the Indo just catches up to her. It doesn't even need the Raptors to be honest.
 
The regular T-Rex gets swarmed and eaten alive by thousands of rats. It doesn't have bulletproof skin and is way too slow to ever hope to catch the Ratcatcher.
