However, in the next instant, Zhou Yang suddenly understood — from the depths of his spirit — where he had entered. This was the “primordial state” mentioned once by the Primal Beings: the origin of all heavens and worlds, an indescribable, unspeakable, inconceivable state — neither existence nor non-existence, neither being nor non-being.
  The ninth floor of the Ten Thousand Realms Tower was not, as “Time” and “Space” had predicted, a place where a new world capable of sustaining Primal-level beings would be born, nor a realm capable of generating Primal-level energy. Instead, it had formed a state even more mysterious — akin to the state before the birth of all heavens and worlds.
  Zhou Yang’s arrival disrupted this delicate, ineffable balance, transforming the ninth floor into a state of “change” and “existence.”

  In that instant, the mysterious state began to evolve, just like the very beginning of the multiverse’s birth — unique particles and energies began to manifest.
  This was the highest level of energy in all the heavens and worlds — the origin of matter, laws, energy, civilizations, spirit, consciousness… everything. And yet, the very moment these particle-state energies appeared, Zhou Yang’s cultivation method automatically absorbed them into his body.


  When the ninth floor once again became empty, leaving only Zhou Yang, new particle-state energies would emerge — only to be devoured by him again.
  This cycle repeated again and again, countless times…
  Until finally, a strange force descended upon Zhou Yang, merging with him.

  He realized he could now control the unique state of the ninth floor’s world. Vaguely, he sensed he had stepped into a brand-new level — a realm that should not exist — the Controller of the Origins of All Heavens and Worlds, the Master of All Civilizational Sources, the Ruler of Everything that may exist or may not exist.
  This was neither the theoretical “strongest realm” proposed by “Time” and “Space,” nor the so-called possible Thirteenth Stage they had speculated about. Somehow, Zhou Yang had directly transcended all of these layers, reaching… the Realm of Definition.
The Realm of Definition — Zhou Yang’s own naming — was, strictly speaking, the “Realm of Zhou Yang,” a state where all heavens and worlds existed because he existed.
  Only what he acknowledged could exist; anything he did not acknowledge would instantly be erased.
  This realm could no longer be measured by strength or weakness — his realm was more akin to an absolute authority.
  No matter if you were truly omniscient and omnipotent, capable of creating something from nothing, invincible and supreme — if Zhou Yang did not allow it, any being touching this realm would instantly perish.
  No matter if you were a being who transcended everything — all-knowing, all-present, and all-powerful — Zhou Yang could, if he so wished, define new realms beyond yours.
  No matter if you were the paradoxical existence of “all beings are not me, but I am all beings,” “I am form yet formless, formless yet formed,” “I am existence yet non-existence, non-existence yet existence” — so long as Zhou Yang permitted it, beings within this state could even be qualified to perceive him.
“I… can’t define myself?”
  Zhou Yang froze slightly. He found that any definition placed upon himself — good or bad — was meaningless, completely invalid.
  “No… it’s not that I can’t define myself. It’s because I am the definition itself. Any words used to define me are already encompassed within definition itself. I am the weakest, and also the strongest. I am omnipotent, and yet I know nothing. I am without law, yet every path can trace back to me…”
 
Yeah, High 1-A+, he is definition itself and being absolute, etc.... mean he encompasses all definition so he just below tier 0 which devoid quality and beyond all definition, there are also other supporting stuffs like the logical nonduality and indescridable, inconceivable world

Still, you should also ask other knowledgeable staffs about this stuff since likely they have different opinion

I needed that. I was hesitating and was about to agree, but no Ultima said it can be High 1-A+ depending on the context. They also said the character needs to embody all independent universals, or in other words, embody all definition of things that are universal and exist independently of their particulars, which has not been proven here.

To me, it seems he is in a nondual state and stronger than everyone. In this context, the “definition” part doesn’t seem to qualify as essence, whatness, or fundamental quality, since here “definition” refers to words that explain what something is. Essence is above that, as it is what makes something what it is. Basically, he is everything, even contradictory things, not the qualities themselves that make something what it is, so basically if you say he is alive and dead, he will be alive and dead, not the essences themselves, like the example the text gave.

Any words used to define me are already encompassed within definition itself. I am the weakest, and also the strongest. I am omnipotent, and yet I know nothing. I am without law, yet every path can trace back to me…

The thing here is that he is "definition", meaning what gives "meaning" to stuff. There are cultivation realms, universes etc "due" to said definition.

Basically, he isn't simply "the strongest", he is "language" itself. Anything that can be described ultimately fall short of being on his level because what is described is already inside him, while he's not solely it. Hence, why he can create multiples realms higher than even a "fully transcend/omnipotent God".

Imo "definition" is a more fundamental all-encompassing metaphysical aspect in that instance. Since be it physical strength, spiritual powers, concepts, universes etc falls in it.
