If non 1-A character has an ability to affect "the world/book" which equivalent to the entire of lesser reality for 1-A such as creating law or concept as a rule of the world
or
The structure of world (lesser reality) is just a game for 1-A character and character inside the game can create a rule that works as "the rule of the game"

Yes, since they are effectively manipulating the Non 1-A thing from a 1-A perspective (through any assuming valid means). That perspective will not change simply because more words are added to the book (more dimensions are added to the fictional world) because from the outside it's really just a book still.
