Is this layered (probability) hax?

Character A has passive probability hax that prevents from dying, getting hurt, losing etc. and they can't get rid of it or stop it, Character B was able to beat Character A but then it was revealed that Character A was holding back a lot so he ends up using the power at full power and effortlessly stomps character B. Does this mean that Character A's hax is layered?
 
Depends on how Character B beat Character A. And how full power Character A beat Character B. Need more context.

Character B fought against Character A as just a casual fight with nothing at stake. Character B while fighting actually seriously just straight up could beat Character A flawlessly

This reminds me of Haruta Miracle from jjk ,
When you said "holding back" is where it gets confusing because if he did have passive probability hax which he cannot control then he shouldn't have lost in the first place despite him holding back. And Character A beat Character B but was it conditional to the probability hax or just him going full power ? Even if it was it isn't layered.

That's really the whole gist. When Character A fought seriously he ended up beating Character B flawlessly. There wasn't really any condition as he just wanted to savor the fight mostly which was why Character B was able to win. What I'm saying is that since character A's hax can't be turned off no matter what would it still count as layered ? Or would it be a case where the passive variant isn't layered but the active usage of it is layered?
 
True but Character A's hax was still passive and its not like as if they could turn it off
They could be suppressing or amplifying it. I just think its weird to reward a layer of resistance when the narrative explicitly states that the character wasn't given their all.
