According to his profile, Sylar doesn’t use his most powerful abilities (as in disintegration and alchemy) in-character, and his freezing stuff has a range limit. That said, Luz’s ego is probably gonna prevent her from using one of her actually good Quirks to finish him off instantly and I don’t know if she’ll realize that Sylar’s actually a threat before he smokes her with Freeze. She’s a pretty physical fighter, especially when it comes to random shmucks like who she thinks Sylar is, so Sylar would probably freeze her before she can do anything to him.
