So you think Uryu in character would just destroy a rock and transfer the damages to his opponent? He doesn't do that to the people he fights like Jugram

No. But he will revert the decay back onto Shigaraki. So if Shigaraki doesn't resist, tough luck.

Honestly it's kinda suprising Shiggy has zero resists to his own decay despite leveling an entire city beforehand

I’m pretty sure he does resist his own decay but I’d have to recheck every scene of decay to make sure.
