I'm pretty casual about Star Wars, so this is as far as I can go.
Since I'm currently playing Fallen Order, I've included some sample justifications.

As I said, I'm a casual person, so I wouldn't be able to put the powers in the right order.
Basically, I just threw the abilities I found on most of the Jedi pages and put them there. I don't know if they are specific, divided by experience level, or if it's something specific to someone.
Besides, I don't even know if this is the best way to order, since Jedis can sometimes use the dark side of the force.

Let's go step by step. I'm working on the layout of the page and it looks like it's going to be big without the legends. I don't know if it would be better to have a separate page or a tab on each part of the page saying "exclusive legends"

I made a few more changes. What do you think?
The Force Powers section is a general index of the Force powers (and those exclusive to each side), while the Force-sensitives section is a general list of abilities that each order learns.
The Force Power tab would be the tab to explain each Force power, while the Force-sensitives section is to index and demonstrate why they learned or know x or y ability by default.
That's my idea.

Not every force-sensitive person is capable of using it immediately or go to the proper training to use it, I think we could make it 3 tabs, preserving the idea of sith and jedi but starting with something like "basic sensitivity" or something alike, since it's a spectrum

Few things:
- You will probably want to make two copies of this, one page for Canon, one page for Legends
- Force Choke definitely belongs in the Dark Side tab
- In Legends, the power nullification ability is called Tutaminis and it is actually Neutral and counts as Energy Absorption as well.

Yes, I am mostly referring to the Yarael Poof thing which 95% of the Legends characters are scaled off of despite it being full of holes as well as being a gigantic outlier.
And then like the other 5% of profiles are scaled to Solar System level from Wutzek (which no mortal should scale to) and Naga Sadow (who only reaches that level with a godly amp from a gigantic setup of Sith Magic Crystals that no base mortals should scale to).

I think I can put a tab on top for sensitives, in case basic untrained sensitives have a considerable amount of skills by default.
For now, I'm going to kind of ignore the legends, because it's probably going to be too much even without the legends.
Does the explanation for it being a neutral power and energy absorption exist in canon? Because I got it from the SW Database (which seems to be official) and it talked about neutralizing and that it was a light side power.
Later, I'll decide whether to make a "legends-only" tab for each section or let those of you who know the legends copy this page to create the legends version of it. I had put force choke in neutral because of Luke using it, considering that at that moment he hadn't accessed the dark side. But I can change it when I get home, right now I'm on my cell phone.

Not actually sure (I’m mostly knowledgeable on Legends). I know it hasn’t been named in Canon, don’t know about it being neutral or true energy absorption.
Sure, I can copy it over to make a Legends version although progress will be slow since I’m working on a lot of other things.
Feel to mention Jedi sometimes use it as well, but it is explicitly a Dark Side ability in Legends and in all likelihood Canon as well.

I was looking at the book SW Secrets of the Jedi (canon) and it says that base telekinesis and push are something from the light side.
I don't think that makes much sense? I'll leave these extremely common things for both sides as neutral for now. But I'd like to hear your opinion.
The book was also good for getting good and direct material about Jedi training, Force Spirit, Force Jump, Force Vision, Mind Probe and Bond.
I think I'll be able to list all the abilities listed in the canon profiles in the Force powers tab, now that I've acquired the screenshots from this book.
But I'm still missing Force Illusion, Force Dash. So if anyone can get a scan of the usage method, quote or usage video I'd be grateful (it just needs to be a random usage feat since it goes first to the general Force powers tab)

Memory Manipulation. But I don't know if this is indexed with reference to some standard force technique, or if it is the dark side mind probe technique that the x character can use.

What I assume they mean is you can use it through the Light Side (just as you can use it through the Dark Side) but yeah I’d keep it in neutral (and just take it to mean you can use such powers using either side rather than neither) since Sith constantly use that pretty explicitly while channeling their darker emotions (for example Savage lifting the stone pillars using his hatred for Dooku).
Force Dash is used in The Phantom Menace:
In Legends memory wipe is used by both Jedi and Sith, not sure about Canon.

I put it in the "nature of force" tab. I only put transduality type 1 because it is the most explicit (type 2 can be argued since it says it contains some dualities, those are just examples, and talking about a fundamental part of all creation)
Oh yeah, that scene.
I think the Force Dash was just there to explain this, because I don't think they ever use it again in the movie? Very funny.
So, I don't know.
Some Legends-exclusive stuff is on canon pages (Taminis and Matter Hax via Holocron), so I don't know if these two abilities on the canon page are leftovers from Legends, if it's the Mind Probe (dark side technique) or if it's some kind of named/unnamed technique that allows Jedi/Force users to use telepathy and Memory Hax without using the Mind Probe.
I'll see what I can find in the research.

Did some digging, and it is officially called Memory Rub and it appears to be a neutral power used by both Jedi and Sith in both Canon and Legends.

I think I can use this for general, then I'll worry if this is a standard Jedi ability.
For telepathy I think I can also use the Ashoka thing in Mandalorian and Luke calling Leia in episode 5.
So all that's missing is Force Illusion.

I think I've finally finished the content. Now all that's left is a ton of references.
Obviously there are some more unusual abilities out there (I've seen some in the canonical books), but I think that for the initial creation and application of the page, it's already good enough and solves/explains most of the problems.
For now, witches and sensitives won't have their own tab. Since I don't know anything about the first one, and I think the second one is irrelevant to have for now, I decided to leave it out initially.
I just don't know how I would index this for the Inquisitors, since they're neither Jedi nor Sith.
I don't know which of the two ways I do the indexing:
The first one mentions the powers of the dark side because it is not the standard of the Jedi tabber. While the second one mentions the exception of Force Lightning because they are not Sith (Although Rey used it without being a Sith and only accessing the dark side, but I think she is the exception not the common one)
I would like to hear your opinion, since you know more about the verse than I do.

Is there any page about creating the Legends force or composite? (I saw at least 3 blogs/sandboxes from different users), or is there just a raw tier increase?

I think force lightning should not be included in the Sith section; not all Sith use it, like Maul and Vader. They should also get Rage Power
I think it's better to name it "Dark side users" to include non-Sith characters like Ventress and the Inquisitors

Vader doesn't use it because he's a cyborg. Either he's not capable because he doesn't have arms or it would kill him because he's vulnerable to it. It says his weakness.
Maul is doubtful, just because he doesn't use it doesn't mean he can't, especially when it's a very prominent characteristic of the Sith. Besides, this is a verse where the characters have a lot of things but don't use them all the time and constantly (in fact this is very present in verses with physiology pages like this).
But I should probably make a subsection for the Inquisitors? Or a note at the end of the page.

The Force itself for Legends has been accepted in a CRT as Tier 0, but there are multiple different threads going on for actually getting a profile for the Force added.

In quotes because I removed the Dathomir Witches tab and obviously there are more force powers in canon out there. But I think this solves 99% of the problem of canon having a very bad and outdated P&A.
I would need 2 or 3 people to help me apply this if I made a CRT, since I don't have the capacity for such a thing, mainly because some profiles that don't separate the P&A between canon and legends (like Darth Vader) will need to be modified. So I accept volunteers, the explanations of how I plan to apply this to the profiles I can send via DM later.
So in the future we could do that.
Includes Rage Power and the Inquisitors thing.
