Most of honkai is sealed back on the moon after chapter 35, and so most of herrscher authorities are gone thats why welt says his powers are mundane and that he cannot use HoR powers to its perfection, tho idk how would we justify those abilities considering herrschers innately have herrscher level honkai energy which is busted AF. and welt did not use it a single time in HSR so yeah better stay removed
(i call it, once welt gets gazed by Nous he will get his HoR powers back and smoke anyone he gets to fight)

But Welt himself mentioned that he CAN still utilize it, it just takes a lot more out of him to do so, which is why he relies on the Star of Eden as heavily as he does. Granted I am not I HI3 player so I don't know the full context behind it

yeah and other than this and blackholes he makes with SoE he litteraly doesnt use anything else but ill think i will give him back herrscher abilities but on limited scale when i get time

fate 1, fate 2 ehh i dont think this is 1:1 fate manip this is more about her leading flame chase journey which makes more sense as she is the actual leader of that faction.

i mean ig i can spoil my plans a bit, simply granting every pathstrider and emanator IMG energy with 1-B range from drawing that energy directly from their respective aeon, as well as getting those abilities but on the 3D scale (potency and range). tho emanators migh have 1-B range for all abilities cuz they can also travel across img space and are directly blessed their powers from aeon (same haxxes as pathstriders plus some more and all are on steroids)
This will obviously apply only on directly stated pathstriders and emanators
