Speed amps are allowed unless the slower character can amp and blitz.

Match is valid but if Kaneki were to blitz Deku due to AD/RE/amps then it won't be added to the profiles.
In that case, speed boosters don't work at all, don't work for Deku, or don't work for Kaneki?
 
In this case, this would be a mismatch. The match is able to keep both at 7-B but that's not stopping Deku from charging Fa-Jin anyways as it would be a speed blitz that's so large that it would blitz Kaneki.

If this doesn't kill Kaneki in 1 hit, which it won't due to high-mid regen, then Kaneki will simply adapt and even out the speed.
 
Anyway, I'm curious how these rules work. Whose blitz speed multipliers are ultimately capped?
Neither, its just that the match can't be added if the victory is due to the slower character winning via superior speed in an equalized match

Um, in that case wouldn't it be better to negate the speed multipliers or at least limit them to a level less than blitz?
Otherwise, no match of characters with a speed multiplier will simply be added

As far as I understood, initially slower characters are forbidden to blitz faster ones due to accelerators
