Looking at it's justification, the sealing requires the opponent to be weakened, don't know if Tiki is really capable of doing so to Buu.
Aside from fighting in her dragon form, due to being a rpg character she don't really have abilities that she uses or not in character, her passive stuff like Odd Rythm are always active but for the rest it's mainly up to the player.Which of her abilities does Tiki use in-character?

Well resistance to magic in fire emblem protect the user against most magical threat including spells that cause various effects like preventing you from moving, turning you mad, sealing your magic, putting you to sleep and more, it's plausible that she could resist it altough not confirmed.Pretty sure it is magic.
