For this match, we have two opponents who...uhh...I got nothin. One is from a show with "dragon" in the title and the other can turn into one. So let's see how this plays out.

This is Buuhan, he'll start by throwing hands. Will probably try to nuke the planet as soon as he realizes Tiki can actually hold her own against him.
 
So Tiki start by transforming into a dragon and fighting in that form. Once she is aware of Buu's regeneration she would probably change her strategy to try and get around it likely through Sealing.

How does Buu's forms works ? Can he hop between them at will to fit the situation ?

Not really. Iirc he can technically remove peeps he's absorbed and go from Buuhan back to Super Buu but he has no real reason to do that.

Nah, he's stuck as Buuhan unless Tiki manages to to cut him off those he's absorbed.

Looking at it's justification, the sealing requires the opponent to be weakened, don't know if Tiki is really capable of doing so to Buu.

To seal someone she need to land a killing blow on them but instead of actually fatally wounding them, they are sealed.

Is this the strongest form of both? Is optional equipment included?
 
Tiki should be in her last key since it's the only one with proper Shapeshifting, the other keys only have Transformation as she can only shift between her human and dragon form.

There's no need to give her her optional equipement since she mainly fight as a dragon and she can't use a sword or a tome that way. For her optionals skills, the only that would have use here are Quick Burn, Tantivy, Focus and Slow Burn but it just increase her chance of landing and dodging attacks.
Overall whether she has or not her optional equipement doesn't change much here.

Does her magic resistance enable her to resist the cookie beam?

Aside from fighting in her dragon form, due to being a rpg character she don't really have abilities that she uses or not in character, her passive stuff like Odd Rythm are always active but for the rest it's mainly up to the player.
I suppose Sealing is also likely since the protagonists often uses Naga's powers through the few Falchions to seal their target.

Everything before her last key is player controlled, for her last key she is seen that way like 15 min or something that can summed up as "She use her newfound power to come back to life and join the future children facing Grima to help them finish off the Fell Dragon."

Well resistance to magic in fire emblem protect the user against most magical threat including spells that cause various effects like preventing you from moving, turning you mad, sealing your magic, putting you to sleep and more, it's plausible that she could resist it altough not confirmed.
 
Honetsly ain't seeing much Tiki can really do against Buuhan, the sealing requires a killing blow, and well good luck doing that with Buu's regen and just general skill.
On the other hand, even if Tiki resists the transmutation, she can't really do much against Buuhan nuking the planet or just absorbing her.
