Naruto at this point is probably just spamming shadow clones and sasuke wouldnt have Chidori yet at this point in the story. so just some fireballs and ninja tools. they really dont have like anything in this key. spideys gadgets by themselves would take this.

my biggest reason isnt really that spidey is op. its that they sasuke and naruto at this point are just kinda bad. When your thread passes, my vote will still be the same for spiderman. It isnt even the biggest factor on his side for winning.
