True. Penance stare, contrary to popular belief, is not explicitly triggered by one being held down, as it can be triggered just by GR locking eyes with another person.

That is a very basic ass representation, he can USE chains in combat. Also Raptor just, doesn't get affected by the chains because he has a **** ton more LS

It's based on the context of the resistsance.
It states: "Possesses a very strong soul, due to it being directly connected to his power. Souls such as his own, if splitted in multiple parts, are able to draw each piece to the other and return one.."
Pretty wordy but he has a strong soul but that doesn't mean that he is immune to Soul Resistance. His Penance Stare can burn 1000 souls at once so I'm highly sure that his Penance Stare will burn his strong soul.

Lord Raptor has Passive Madness and Corruption hax through his aura, although I don't know how effective it would be against this Ghost Rider here, but he doesn't resist it so that's an issue as that is required to even hunt the Darkstalkers.

Although even with that, Ghost Rider probably takes this more times than not due to Penance Stare. Although I should ask, did these 1,000 souls have any kind of soul resistance? (I did not watch the movie and the profile for the character that does have that is not on the wiki)

I don’t know if something changed, but I thought it was consistent enough to be a win condition (I looked at Terry VS Jon), it just isn’t an instant win condition. Which honestly, is why I think I’m giving it to Ghost Rider.

Even if Lord Raptor were to resist the stare, what would stop Rider from just sucking his soul out? As Lord Raptor definitely doesn’t resist that.

I think I’m going with Ghost Rider via having more reliable win conditions tbh.
