I'mma be real I think Bernie's drifting between zombies and survivors is such as absurd feat that he can just do it despite the area (Also you said the area is heavily urban, idk how that stops Bernie from running Vlad over, unless Vlad just stays in a building... which like okay, he needs to get out eventually so)

He's good but he's not outright supernatural. He can't drive a car into a building without totally wrecking it, but he also can't maneuver that well when driving through an alleyway, nor completely ignore obstacles like street signs, trees planet in the sidewalk, stuff like that. Keep in mind Vlad can also stealth, where Bernie certainly won't be able to while the car engine's going
