How do we decide if a character's hax is Greatly or Enhanced? and how far can it go?

for example; Greatly Greatly Greatly Greatly Greatly Greatly Greatly Greatly Greatly Greatly Greatly Greatly Greatly Enhanced.

There's no "greatly fire manipulation" its either enhanced or greatly enhanced. And you just use further enhanced you don't stack greatly.

It would just be further enhanced again. Context should indicate that you are adding on to multiple previous enhancements. For example:

Fire Manipulation (reasoning), Greatly Enhanced by XYZ (reasoning), Further Enhanced by XYZ (reasoning), Further Enhanced by XYZ (reasoning) ....
