Anyways pretty sure it's a stomp, Hulk is way too Smurf thanks to marvel magic, Hulk also starts with around 2x AP advantage, huge LS advantage. And Hulk has resistance to pretty much anything that Garou has.

How exactly does Hulk's Type 1 CM gamma radiation work in combat?

I'm no Marvel Comics nerd but I do believe that it's basically One Below All giving him the radiation, giving the radiation CM and Basic Magic.
With Garou's passive radiation, that radiation will jump up BIG TIME, making him exceptionally more powerful and giving him extremely powerful 1-A CM which has other abilities along with that ability. Something that garou just doesn't have the answer to.
In short, Hulk's radiation has basic magic, which just has everything under the f****** sun that garou just doesn't have the answer to.

Basically, the basic magic has a bunch of hax within it that garou doesn't have the answer to.
